Like many other members of the debate community, I have also been concerned with the political developments in Thailand in recent weeks. Accompanying this concern was a degree of uncertainty regarding the ability of Assumption's organizing committee to handle a large event in the midst of a messy scenario, particularly in ensuring the safety of all the participants. Thankfully, today they were gracious enough to bring myself and LP on a visit of their venues and answered some of our questions about their plans. After today's six-hour site visit and discussion, I feel very assured that the tournament will be safe for everyone.
The Chaleena Hotel
The Chaleena Hotel is a large but modest hotel in a quiet part of town. It is not on a main avenue, but on a side street off the Ramkamheng thoroughfare (Soi 65). Across the hotel is mechanics shop, a little way down they have chicken wings and other things on sale. There is nothing amazing about the location, as it is definitely out of the way of any major monuments or tourist locations. This is a less-wealthy, middle to lower-middle class part of town. Over my numerous visits to Thailand in the past ten years, this was my first time to go anywhere near this area.
Just to illustrate the distance a little better, to get to Chaleena I needed to get down at the terminal station of the Bangkok LRT/Sky Tain Siam Line, about seven stops from the city center. Once at On Nut Station, we took a 35 minute taxi ride (without traffic) even farther away. Although this point about distance has been stressed in the past by the organizers, I understand better why this is their main defense; from a metropolitan Thai/foreign perspective the hotel is in the middle of nowhere. Not only has the area never been targeted by protesters by the past, I can see why this will continue to be the case: there is nothing much of interest here to catch the public or government's attention. The area is not home to any government ministries, commercial hubs, elite mansions, or military bases.
There is a police station ten minutes away by car, and a hospital ten to fifteen minutes away. The military bases are on the completely opposite side of town, in the Don Muang area (which many of you will recognize as the site of a clash last week). Being far from the military base in this situation is a good thing, as it makes the area that much less likely to be a hotspot.
Apart from its positioning, the hotel itself is in a compound of its own. The new wing that will house most of the debaters is set back behind the main hotel, separated from it by an alley. All social events - the opening dinner, break night, and championship dinner - will be held in the hotel. From break night onwards, all events will be held in the hotel. I fully expect that upon arrival, participants will be more entertained by the bright gold and hieroglyphic-laden interiors of the new wing (it's Egyptian themed!!) than concerned for their safety.
The Route from Chaleena to the Airport
The hotel isn't far from the highway to the airport. It's about another thirty to forty minutes drive away. You'll pass 2-3 military checkpoints on your way there and on your way back to the city, so evidently the army is taking extra precautions with those entering and exiting the city. There has been no apparent interest at all for protesters of any color to head in this direction. As for the road itself, there is nothing much to say about it. You will mainly see some low buildings and a lot of grass.
This was my third visit to the airport in the past six days. There has been absolutely no disruption in services, and no disruption appears to be forthcoming. In the very unlikely event that your flight is cancelled due to any disruptions, or your plane reroutes or returns home instead of landing, the organizing committee in Thailand wont be able to help you. If, however, because of this disruption you wont be able to leave Bangkok immediately after the tournament, the organizing committee are committed to finding you a place to stay and helping you as much as they can.
The Route from Chaleena to the Debate Venues
Getting from Chaleena to Assumption is similar to the route from Chaleena to the airport. There is a different route to Assumption that can also be taken should the main highway for some reason be shut down. The trip from Chaleena to Assumption is about an hour. Because the hotel area is already on the edge of Bangkok proper, the trip to Assumption does not pass by any protest sites, major monuments, government offices, or (again), anything of note. Most of the time spent on the road will not be in the city. As the route to the airport is similar, at a certain point pretty much all you will see is grass.
On my route from Chaleena to the airport and to Assumption, I didn't see a single identifiable protester. If you are very cautious and only stick to these three locations, there isn't a bad chance that you will come to Thailand and never see a red-shirt.
Assumption University
For those who saw Assumption Bang-Na in Worlds 08, the place is as grand as ever. The school is 5 km from the highway. There are security guards posted all along the exits and main buildings of the school. Any meals served while we're there will be on-campus. There is an in-house 7/11 and mini-mall with restaurants, so there should be no need for any participants to wander around outside. If participants do wander about, there is also not very much to see apart from grass and some dormitories. The school is also 15 minutes away from a hospital, but it also has its own 15-bed infirmary.
Neither of the hospitals I've mentioned so far are likely to be housing wounded soldiers from clashes, given their considerable distance away from the protests and bases, and thus subsequently be the site of a red-shirt raid.
As a whole, I do not believe that any participants coming to UADC have anything to fear from the situation in Thailand. In recent news, the protests are beginning to thaw at last. Hopefully this positive trend will continue, and the need for concern be dispelled altogether.

Good news for you guys! The Government has issued the general election date thus answering the Red Shirt's demand! This means that the Red Shirts simply has no reason to continue protesting and we expect the protest to end very very soon. More information in Bangkok Post.

29.04.2010 - Latest Move by the Red Shirts
As reported in Bangkok Post today, the recent event happened at the hospital on the protest ground itself ( Chulalongkorn Hospital ). The 200 red shirts had no intention of seizing the hospital, it merely tried to check if there were soldiers in there. There were no casualties what so ever.
We believe this does not show that the redshirts were unruly enough to want to seize the airport like the yellow shirts. The objective today and 28 were simply different from that of the yellow shirts. ( Seize control vs check if there were soldiers ) There are less than 3,000 Red Shirts which is simply not enough to hold up or enter the airport ground. The airport also has tighter security than ever, we'll try to get a footage of that if we have a chance.

From now till the tournament, we'll be uploading photos of atmosphere around and in front of UADC 2010 venues. These photos are taken by our organising comittee while they do their daily routine around Bangkok and will be updated on the day it was taken. Hopefully, this will help you guys understand how clam the situation really is in Bangkok.
Road out of Suvarnabhumi Campus at Lunch

As you can see, Assumption University, Suvarnabhumi Campus, is actually located out side of Bangkok in the province called 'Samutprakarn'. You can also see that Suvarbhumi Camus is a very private and secure campus positioned in the middle of a farmland off the high-way. To get to the main road, you'll have to drive around 5 Kilometers out of the campus. The pictures above shown that the current atmosphere is really peaceful and calm, and that people are still roaming about, conducting their business as usual.
Getting off the motorway & close to Chaleena Hotel at Lunch

This is a residential area and has no politically important buildings or monuments around. There haven't been any protest around this area at all since the 2006 poitical meltdown. You can also see that the cars are still making its way to the airport and Ramkhamheang University in the pictures above.

Notice how in the area that is apparently ( according to the map ) significatly closer to protest, businesses are still running as if nothing is happening. MRT ( or underground train ) is still running and does NOT skip Silom ( which was where grenades was fired on the 23rd April ). This really show the realistic mildness of the protest.

Bangkok Post has reported 1 death and 18 casualties from the recent clash today. As you can see from the map, the area is on another side of town. The objective was not to seize control but to check for soldiers entering Bangkok. They were unable to hold the ground as they move in so the area is now safe again. The red shirt picked that area because it's the less guarded and closest way to get to the protest ground if coming from the areas soldiers are being sent for back up.
There are no notable military camps in Cholburi and its nearby province. That's where the Road from Bangkok to AU's Suvarnabhumi Campus is leading to, thus we are confident that there will be no such event happening on the road around venues of UADC 2010.
27.04.2010 - Updates on the Protest
According to The Nation, the number of protestors has dropped significately. The Red Shirts have also been cornered - their sole protest ground is now restricted to Siam shopping area ( Main stage is in front of Central World ). We expect the protest to disperse soon.
Here are updated maps specifying the location of UADC 2010 venues and the protesting grounds.
Area highlighted in red - Symbolises all the protest grounds ( including all movements ) over the past few years. Please note that it also includes ALL of the only symbolically important protest grounds in Bangkok.
Point A - Pinpoint the Democracy Monument, where the Red Shirts strarted the protest.
Point B - Shows the location of Silom Road where the bombing happen on 23rd April 2010. Bangkok Post has a great article with map, explaining how small the span of damage is. ( It's only in ONE street )
Point C - Shows Central World ( in Siam shopping district ), which is the ONLY location currently occupied by the Red Shirts in Bangkok right now. ( All the other protest locations have been cleared. ) The latet report by Bangkok Post informed that the situation is relatively clam and that the Sky Train ( or BTS ) is going to resume it's service.
Point D - Symbolises our official accommodation ( Chaleena Hotel, in Ramkhamhaeng ). It is about 24 Kilometers away from the protesting grounds ( Point C ). It'll take at least 30 minutes to travel between C with moderate to low traffic.
Point E - Is the location of Suvarnabhumi Airport. This means that delegates will not be anywhere near the protest grounds when traveling to the official accommodation and Assumption University.
Point F - Symbolises the debate venue ( Assumption University of Thailand, Suvarnabhumi Campus ). It is about 44.3 Kilometers away from the protesting grounds ( Point C ). It'll take at least 1 hour to commute between A & C without traffic.
Thus, it is clear that unless the airport closes down before the tournament starts, we will not be cancelling the tournament. So please rest assured that UADC 2010 will be safe.
23.04.2010 - Bombing in Silom Road
Bangkok Post has an excellent summary of what happened with a mini map to show how big the span of damage is ( also posted below ). The Government hasn't tighten the security in any aAfter reading this, you can assume that the tournament will still be safe and far from the protest grounds. This event only happened in ONE street in Bangkok.

19.04.2010 - Atmosphere in Bangkok
Situation in Bangkok right now is rather mild despite what international medias said. Many streets which have been previously occupied by the protesters ( ie : Kaosarn Road, Victory Monument, Democracy Monument and etc. ) is now functioning as normal and is being guarded by the soldiers 24-7. The current protest locations which are Siam ( A shopping street, but MBK is still up and running even though it's about 10 meters away from the protest ) and Silom ( a business district on the south of Bangkok ) is also far away from the debate venues & official accommodation.
Though the Yellow Shirt Protesters ( PAD ) have threaten to come out and protest if the Government failed to disperse the Red Shirt ( UDD ) crowd by the end of this week, it only serves as an additional pressure for the Government to quickly disperse the protest. Even if the Yellow Shirt does come out, again, the protest grounds was - and probably - never anywhere near the official venues and accommodation ( past protest grounds are also highlighted in red on the map on the previous update ) thus would not in the least bit affect the tournament.
In case your institution is worried about the tournament being targeted by protesters, please rest assured. Because we're hosting a low budget tournament, almost no promotions and advertisements have been made to the public. To the non-English debating Thais, UADC 2010 doesn't exist and is unheard of.
Assumption University is very committed to hosting UADC 2010 this May. No cancellations and refunds will be made unless the airport is closed down. Please rest assured.

08.04.2010 - Situation In Bangkok
Amid the state of Emergency in Bangkok, we do understand your concerns and fears. In reality the situation in Bangkok is rather calm, we still have our exams going, almost all businesses and offices are open. Emergency in Bangkok is announced mainly to disperse the crowd. Protests are in a particular place and would not affect the participants, the tournament nor the transportation arrangements we have arranged during the tournament.
As of the airport closure which happened last year, government has learnt from the situation and has beefed up the security and prepared itself for any protests around that area. Soldiers have been deployed. This is the area we are least worried about.
As per the participant's security, we will be responsible for the participants until they depart, even if it means, you might have to stay longer due to protests (Extremely unlikely).
Just to reassure you, we are ready to welcome you at UADC 2010.

29.03.2010 - Adjudication Subsidies Update
Hi all
We have wound up discussions within the Exco on the merits of all the applicants for adjudication subsidy due to the understandable need for haste in announcing them.
In particular, upon reviewing the list of applicants rejected by the
adj core earlier, we decided to expand the list by creating two
categories of subsidies - 100% subsidies for 13 individuals, and 50%
subsidies for 4 individuals. We hope this would enable us to help more
judges go to UADC 2010 - with 140 teams the tournament will need all
the judges it can get. We also would like to point out that this
modification will make the applicant pool a little more D&I at the
same cost to the organisers.

We concede that there can be improvements made in the way subsidy
applicants are evaluated, and would encourage anyone with concrete
suggestions to make it at the coming Union meeting. Adjudication
subsidies come from money that indirectly belongs to the Union
membership and its distribution needs procedural clarity and oversight
that currently is insufficient.
But we would like to clarify that we will not be reviewing this list
any further. We still strongly encourage those who want to adjudicate
at this tournament to participate.

25.03.2010 - Registration Fees Exchange Rates
We've been experiencing a lot of problems in terms of exchange rates. Here are some clarifications :
- We only accept transfer payment in Thai Baht.
- The transferred amount will have to arrive in our bank account exactly as invoiced. No less, no more. Additional amount needs to be transferred if you didn't transfer enough to cover the exchange rate and bank charges. No refunds shall be made under any circumstances.
- If your bank is unable to transfer in Thai Baht, we will accept US Dollars upon prior request at 325 USD per debater/ adjudicator | 400 USD per debater/ adjudicator whose single room request was aproved | 450 USD per Observer. Our university made a fixed rate agreement of 30 THB per 1 USD with the bank and it can not be changed.

I would like to clarify that the subsidies adjudicators doesn’t mean that they are breaking adjudicators, the breaking of the tournament is still base on the Adjudication Test and feedback system of all the rounds in the tournament to be determine. 17.03.2010 - Current Situation in Thailand & Tournament Status
Dear All,
In the past few days we have received several emails regarding the current situation in Bangkok, Thailand. Amid the concerns, we would like to explain the nature of the protest locations to ease your worries.
The protest generally take place in the following places :
- The parliament house near the grand place. - It is in the opposite direction from Assumption University and Chaleena Hotel.
- The major malls like Emporium, Paragon, Siam Centre and etc. - Both Assumption University and Chaleena Hotel is quite a distant away from these places. Protesters will not reach our areas if they protest in those places.
- The business district where main branch of the banks are, ie. Silom, is also far away from both venues.
- The court which is also in a completely different direction.
Please note that most of the places listed above are in the city centre which are either close to the sky train, the metro or the major tourist attractions in Bangkok. Should the protest continue (which we highly doubt), we'd like to advice you to not go to those places while you're in Bangkok.
In terms of safety measures, we will be releasing the transportation schedule between hotel and airport for 12th May and 19th May on the website soon. (the bus leaves on average of every hour) This means that we'll be personally escorting you from the airport to the hotel safely and vice versa if your flight matches our schedule. We also provide scheduled transportation between the hotel and debate venues so you won't have to find your own way to places during the tournament.
Debate venues are located in highly secured private compound,(Assumption University), every vehicle entered inside the compound is checked and has its number place recorded.
We're also planning to implement the barcode system on your tags which allows us to check for your attendance in almost every venue. Outsiders will not be allowed in.
Thus, unless the airport was closed down, there will be no cancellation or changes to the tournament's date. No payment will be refunded under any circumstances except tournament cancellation (which again, is highly unlikely).
We are observing the situation closely and we will keep you posted regarding the situation.

We've shifted the start of payment period from 4th March 2010 to 9th March 2010. The period still ends at the same time ( 26th March 2010). We'll release the account information on the website before then.
Please note that only Electronic Funds Transfer (EFT or Wire) is the accepted payment method. We will be releasing the invoice through your representative's email in a couple of days.
Your institutions will be responsible for all transfer costs. The amount which arrived at our bank account need to be the amount invoiced in Thai Baht.

Dear All,
I have been updated that our registration is filling up and we have a few more slots left till we reach the tournament cap of 140 teams and I would like to thank everyone for making this possible.
As for the prospective adjudication core (awaiting ratification by council), I would like to provide more information on the Adjudication Subsidies criteria andprocess for UADC 2010. The tournament will be subsidising registration fee ( 9,750 Baht ) to 15 adjudicators. ( Number is subjected to change )
Adjudication Subsidies Criteria :
- Must have broken as a debater or an adjudicator in any of the following tournaments:
- World Universities Debating Championship (WUDC) - Break in Main Break, ESL or EFL
- Regional Championships: All-Asians, AUDC or Austral-Asian Inter- Varsity Debating Championship
- Must have been active in the debating circuit ( Internationally or Domestically ) within the last 2 - 3 years as an adjudicator.
Important dates related to adjudication subsidies :

Announce List of Subsidised Adjudicators : 18th March 2010

Those who have registered or emailed a request for subsidy through other means before this, please resubmit your application. The application process was recently changed to provide convenience and accuracy to the adjudication core. We apologise for any inconveniences caused.
20.02.2010 - Clarification on Observers
For those unfamiliar with the general terms used in organising debate tournaments, there are two types of observers:
- Observers or Participating Observers
- General Observers or General Public
These observers will have the same rights and priviledges as debaters and adjudicators. They'll get access to all the debates, social events, food and accommodation. These observers will need to officially register their details in advance so that the organising committee will be able to accommodate them just like other paying participants.
These partcipants don't generally contribute the debate community & the actual tournament in; they infact increase unnecessary cost per head for all participants. Thus the organiser of tournaments will - most of the time (or at least for most international tournaments) - double the registration fees to discourage this form of participation. Other forms such as debating and judging itself are strongly encouraged to develop skills & personal experience rather than just watching debates.
As a result, for this tournament, observers will be paying 13,500 Baht per person. Please go to Register Now section to guaruntee your slots.
These observers WILL NOT have the same rights and priviledges as debaters, adjudicators and participating observers. They'll get access to all the debate rounds but none to social events, food and accommodation. These observers will need to officially register their details at the registration table on the venue before entering. This is to be done for security purposes for other paying participants.
We do recognised that there are some local institutions wish to increase their new debater's exposure to international tournaments by bringing them in to view the debates. They have their own accommodation and know how to get access to local cusines and simply want to enjoy watching rounds. This is why no fees are charged for this type of observer. Please remember that we won't let anyone without a registered tag into the venues so please register before entering. It would also help us accommodate this type of observer if they inform us via email ( uadc2010@gmail.com ) a couple of days in advance.

15th February 2010 : Phase 1 begins at 3:00 pm (+7 GMT) here
Will begin at 3:00 pm (+7 GMT) Bangkok Time, wherein representatives will be able to register upto 3 teams per institution. This tournament has N=1 rule, each institution will need to register 1 adjudicator per team.

4th March 2010 :
- Payment period starts for teams who successfully registered during Phase 1. All payments must be made in Thai Baht only.
- Announcement of waiting list candidates.
26th March 2010 :
- Payment period ends for Phase 1.
- Candidates who succesfully registered in phase 1 but fail to pay within this period will be included in the waiting list.
31st March 2010 :
- Announce the list of paid candidates.
- Phase 2 : The successfully paid candidates can proceed and fill in individual information. Please make sure you have the following information ready :
- Full names and their gender
- Date of birth
- Team affiliation
- Dietary requirements
- Travel arrangements (Flight arrival and departure time)
- Rooming preference
- Payment period begins for waiting list candidates. Wait listed candidates will be prioritized by :
- University's registration status: If your university has been unable to register a single team, your team will be prioritized first.
- Unpaid candidates :If your university were able to register team(s) but failed to make the payment on time, your team will be 2nd in priority.
- No teams are allowed to make payment until they're invoiced by the organising committee.

05.02.2010 - Registration Fees Reduction Announcement
Dear All,
Thank you for your patience over the past week regarding the rego fees. From the organizing committee we would be reducing the rego fees to 9,750 Baht from 11,000( Which was proposed earlier) .The following explains what changes has been made.
Measures the organizing committee took to reduce the costs and Rego Fees:
- Socials
- Opening Night, Break Night, Closing Night
- All of the socials will be in hotel to reduce the transportation costs
- No alcohol will be provided by the university but will be sold by the hotel at the venues
- Food
- 12th May - No food will be provided because it's the arrival day. The delegates will have time to explore the cheap local cuisine around the hotel.
- 13th May - Breakfast will be on the hotel. Lunch will only be provided to the adjudicators who attend the adjudication test and debaters who debated in the test debate. There will be dinner provided in the Opening Night.
- 14th May - All meals will be provided.
- 15th May - Breakfast and lunch will be provided.
- 16th May - All meals will be provided, including the break night.
- 17th May - Breakfast will be provided for all. Lunch will only be provided to the council meeting delegates. There will be no dinner.
- 18th May - Breakfast will be provided for all. Lunch will only be provided to the semi-finalist and adjudicators of those rounds. Closing night dinner will be provided.
- 19th May - Only breakfast will be provided because it's the departure day.
- Transportation
- There will be 20 buses provided from Suvarnabhumi airport to the hotel on the 12th (arrival day). The bus schedule will be released on the website for your convenience.
- There will be 15 buses provided from hotel to the Suvarnabhumi airport on the 19th (departure day). This is because we realize that not all the delegates will be leaving the country at the same time. The bus schedule will also be released on the website for your convenience.
- The breaking rounds will be hosted in the hotel to reduce transportation cost.
- Accommodation
There will be 3 socials for this tournament.
The meal plan will be as follows :
NOTE : The meals that we do provide will be buffet. No lunch boxes.
We've decided to partner with Chaleena Hotel in Ramkhamheang to reduce the costs. It's a 3 stars hotel with plenty of experience in accommodating seminars and large groups of people.
